The Shreveport Guaranteed Income Program provided $660 per month for 12 months to eligible single parents or guardians with low incomes. Parents or guardians had to reside in Shreveport or Caddo Parish, have a child between the ages of 3 and 20 living with them, and have a household income less than or equal to 120 percent of federal poverty level at the time of application. Participants also were offered optional financial education and benefit navigation services.

The Paid Transitional Housing pilot was a reentry housing intervention that fully covered rent at transitional housing facilities for a period of 3 months, targeting male adults who were entering re-entry centers 8 weeks from their release date and at higher recidivism risk. The program aimed to improve housing stability, employment, and recidivism outcomes. All participants received existing transitional housing services at re-entry centers focused on job readiness. Other voluntary services offered included classes on mental health, parenting, and financial management.
The Padua Pilot aimed to promote self-sufficiency among families with low incomes who had an adult willing and able to work, offering individualized and holistic case management services, which included job training, housing assistance, budgeting, financial literacy, and coaching for overall well-being.
New Orleans Career Pathway Training provided job-specific training in high-demand occupations, including advanced manufacturing, information technology, and healthcare and tuition support to under- and unemployed workers. Training providers included community colleges and other professional training providers, who coordinated with local firms to develop a curriculum and connect participants with employers. Participants received $6,000 worth of training credits to cover costs associated with attendance.
Ecologically-Based Treatment provided short-term housing assistance with intensive supportive services to young mothers experiencing homelessness and substance use disorders to facilitate stabilization. Participants received three months of rental and utility assistance and six months of supportive services, including strengths-based case management, HIV prevention, and clinical counseling for substance use and mental health needs using the Community Reinforcement Approach.
The program was evaluated in central Ohio.
Career STREAMS offered an enhanced employment training program integrated with education on healthy relationships and finance literacy. Integrated content on employment and healthy relationships was delivered in a two-week workshop with daily seven-hour sessions followed by five one-hour booster sessions. Participants also received individualized employment case management and job development services for up to 12 months after program enrollment, which were offered as part of the provider’s traditional training program.
Bridges to Success was an intensive adult mentoring and comprehensive case management program where mentors worked with participants over two years to identify their short- and long-term goals, create step-by-step plans for progress, and provide cash incentives for completing planned steps. Bridges to Success adapted a Mobility Mentoring approach for implementation in Rochester, NY.
The Baby’s First Years (BFY) Unconditional Cash Transfer provided monthly, predictable unconditional cash transfers to new mothers with low-income to increase household financial resources and encourage investments in child development during the first years of children’s lives. Mothers were given a debit card in the hospital, and a cash gift of $333 was loaded into the card monthly. Mothers also had access to a hotline number for assistance with the card use. There were no work-related requirements and no restrictions on how mothers could spend the cash gifts.
Abstinence-Contingent Wage Supplements for Drug Use was designed to promote drug abstinence and vocational entry among unemployed adults in treatment for opioid use disorder by providing financial incentives dependent on verified abstinence. During the 12-month program period, unemployed participants could earn up to 20 hours per week of wages for engaging in job-seeking activities with an employment specialist, at $10 per hour. Employed participants could receive wage supplements for verified hours worked, capped at $8 per hour for up to 40 hours per week.
