This study used a quasi-experimental design. Students who enrolled in the NOVA C2C program from January 2013 to June 2015 were included in the intervention group. The comparison group consisted of students who completed non-C2C-funded business information technology programs at NOVA. In total, researchers collected data for 177 students in the intervention group and 230 students in the comparison group. After removing outliers, researchers used nearest neighbor matching with propensity scores to form the final analytic sample, consisting of 102 C2C program completers and 141 non-C2C program completers. The unit of assignment and unit of analysis were at the individual level.

C2C was a community college consortium designed to develop and provide education and training programs to prepare displaced and unemployed workers to take on jobs in science, technology, engineering, and math industries. The C2C-funded program at NOVA, called NOVA's IT Pathway, was implemented by NOVA and its strategic community and business partners. Together, partners provided a package of services that included academic and career counseling, financial aid, continuing education credits and certifications, training programs, case management, job search and placement assistance, and college registration. Participants in the program included workers eligible for Trade Adjustment Assistance; adults who were unemployed, under-employed, low-wage, or dislocated; and adults who held military or veteran status. Clients enrolled in the program through one of the partner agencies or by enrolling in coursework directly at NOVA. The type and duration of services each client received depended on their personal needs and career goals.
