This study is a comparison group QED. Eligible study participants were identified using individual-level longitudinal administrative data that covered an eight-year period. Eligible participants were men who entered a Florida prison after October 1, 1994, and were forecasted to be released from prison within the next five years. All participants entered prison before February 1999.
Participants entered prison between October 1, 1994, and February 28, 1999, and were released in time for the study to capture at least 12 quarters of post-release data.
Florida state prisons
Prison-based adult basic education (ABE) programs provided participants with academic education services. For participants who were reading below a ninth-grade level at program entry, these services focused on elevating their reading skills to this level. After a participant achieved this, they were offered adult secondary education classes. These generally focused on skills to prepare for general educational development (GED) exams. Participants could also take literacy classes or cognitive life skill classes.
The comparison group participated in an ABE program for 21 days or fewer before involuntarily dropping out because of transfer or release from prison.
Individuals who tested below a ninth-grade reading level at entry were mandated to complete 150 hours of literacy education through an ABE program. Others were not mandated to participate in the program.
ABE programs were delivered in prisons across Florida. Each prison delivered its own ABE program.
