Individuals in need of emergency assistance to pay their rent or utilities may call Chicago's 3-1-1 hotline, which is routed to the HPCC. HPCC intake specialists gather demographic characteristics from callers and assess their eligbility. Eligibility requirements include being currently in a demonstrable and eligible crisis, such as losing their job, be at immediate risk of homelessness which can be solved with assistance of less than $1,500. The caller must also have sufficient future income to demonstrate that this limited financial assistance need only be temporary. If the caller is eligible, the intake specialist will check a list of delegate agencies to see if there are funds available that day for referral. Funding availability varies day-to-day. Those who are referred to financial assistance form the treatment group while those who are eligible but are not referred due to a lack of available funds form the comparison group.
