The study used a quasi-experimental design to compare participants in the New York City (NYC) Business Solutions CT program with three different comparison groups. This review focuses on the comparison with all incumbent workers in NYC during the same period.

The New York City Department of Small Business Services
The NYC Business Solutions CT program sponsored eligible businesses that compete for funds by proposing a type of training and its expected benefits for their selected trainees and trainers. Eligible trainees were workers who could work full time upon completing the training and who earned $15 or less per hour. Program participants in the intervention condition received customized training that included activities that occur outside of an employee’s regular job description or on-the-job training that aimed to improve employees’ skills in productive work.
The comparison group was composed of all incumbent workers in NYC during the same period.
