The NYC Business Solutions CT program sponsored eligible businesses that compete for funds by proposing a type of training and its expected benefits for their selected trainees and trainers. Eligible trainees were workers who could work full time upon completing the training and who earned $15 or less per hour. Program participants in the intervention condition received customized training that included activities that occur outside of an employee’s regular job description or on-the-job training that aimed to improve employees’ skills in productive work.
