Roca Pay for Success Pilot Program (Roca PFS Pilot)

The Roca Pay for Success Pilot Program (Roca PFS Pilot) adapted an existing program focused on justice-involved youth to support men ages 17-24 who were on adult probation and aging out of foster care by connecting them to youth workers and providing individualized employment services, transitional employment, job placement, and post-employment follow up. Strong participant engagement with youth workers trained in evidence-based and clinical techniques of behavior change was a core component of the Roca PFS.

Mississippi Integrated Basic Education and Skills Training Program (MIBEST)

Mississippi Integrated Basic Education and Skills Training Program (MIBEST) provided training with team teaching and support services that were designed to prepare students for high-demand occupations, enabling them to earn a high school credential while working toward certificates, degrees, and gainful employment. The team teaching approach means that participants concurrently receive both basic education and technical instruction and are not required to first have a high school credential.

Employment Opportunities, Personalized Services, Individualized Training, and Career Planning

Employment Opportunities, Personalized Services, Individualized Training, and Career Planning (EPIC) provided enhanced case management support, expanded occupational skills training, and offered a broad array of support services targeted to two groups of SNAP participants-unemployed or underemployed SNAP work registrants with low skills or limited work experience and those who were working but needed additional skills to increase earnings.

EleVAte

Intervention (standard name)

The EleVAte program placed able-bodied adults without dependents (ABAWD) SNAP participants into one of three service components based on a reading level assessment and training interests: a hybrid online and in-person basic adult education program, a short-term occupational skills training course, or a longer-term occupational skills training course with integrated basic education.

Project Growing Regional Opportunities for the Workforce (GROW)

Program participants were sorted into services based on education and college readiness at enrollment. Adults with a high school diploma or GED whose Test of Adult Basic Education (TABE) reflected a 9th-to-12th-grade score equivalency received case management and college readiness training in preparation for subsequent enrollment in occupational training. If participants with a high-school-level TABE score were not enrolled in school and did not have a high school diploma or GED, they received accelerated GED preparation and occupational training simultaneously.

JOBSTART

Intervention (standard name)

Thirteen JOBSTART sites provided youth with instruction in basic academic skills, occupational skills training, supportive services, and job search assistance. Basic academic skills instruction was individualized and commonly focused on developing skills needed to pass a GED examination. Occupational skills training was classroom based. Youth could choose from various occupational skills courses that generally prepared participants for jobs requiring moderate or higher skills.
