Wisconsin's ELEVATE program focused on noncustodial parents who were unemployed or underemployed and struggling to meet their child support obligations. Potentially eligible participants were identified through referrals, and interested participants completed a consent and baseline survey process to enroll in the evaluation. The study enrolled 992 participants into the ELEVATE program and used propensity score matching to construct a statistically similar comparison group from administrative data for the quasi-experimental analysis. Enrollment occurred across five Wisconsin counties from January 2020 through December 2022, with a temporary pause in the spring of 2020 due to the COVID-19 pandemic.
